The City of Palestine will receive sealed bids for TxCDBG Project No. CDM 24-0081-DRP Main Street Grant, Downtown Utilities, Street & Sidewalk until 10:00 AM on Tuesday, January 27, 2026, at the City of Palestine, 504 N. Queen Street, Palestine, TX 75801. The bids will be publicly opened and read aloud at 10:00 AM on Tuesday, January 27, 2026, at City of Palestine, 504 N. Queen Street, Palestine, Texas 75801.
Bids are invited for several items and quantities of work as follows: TxCDBG Project No. CDM 24- 0081-DRP Main Street Grant, Downtown Utilities, Water, Sewer, Street & Sidewalk.
Bid/Contract Documents, including Drawings and Technical Specifications, are on file at SPI, 320 S. Broadway Ave, Suite 200, Tyler, TX 75702, and City of Palestine, 504 N. Queen Street, Palestine, Texas 75801.
Copies of the Bid/Contract Documents and Plans may be obtained online at www.civcast.com.
A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the Jacksonville Economic Development or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
Attention is called to the fact that not less than the federally determined prevailing (Davis- Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses, and Section 3 Businesses are encouraged to submit bids.
This solicitation is for services related to a project that is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
The City of Palestine reserves the right to reject any or all bids or to waive any informalities in the bidding.
Bids may be held by the City of Palestine for a period not to exceed 90 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
